The right answer depends on what the app has to do, how fast you need it and who will maintain it.
When cross-platform is the better call
If your app is mostly forms, lists, content, bookings and payments, a shared codebase in Flutter or React Native will reach both stores sooner and cost less to maintain. Most business apps fall into this group.
When native earns its cost
Choose native when the app depends heavily on device hardware, demanding graphics, background processing or the newest platform features on release day. Native also makes sense when you already have separate iOS and Android teams with deep experience.
Questions to settle first
Which platform do your customers actually use? What must work offline? Which integrations are fixed? Who will own the code in two years? Honest answers to these usually make the decision for you, and they are worth a short discovery phase before any build begins.
